As Dragon Ball DAIMA progressed, more information was revealed about the Third Eye's otherworldly power – including a historical explanation as to why characters like Dabura and Gomah never wielded it, despite how useful it would be. The Third Eye could very well be one of the most interesting items in Dragon Ball's history.

The Mysterious Oculus Passed Down Through Royalty
The Evil Third Eye, also known as the Tertian Oculus, is a legendary eyeball passed down through the royal line of the Supreme Demon Kings in the Demon Realm. Once placed on someone's forehead, the Third Eye gives the Majin unbelievable power. The Supreme Demon Kings were the wielders of this mystical item, as Dragon Ball DAIMA showcases what previous Supreme Demon Kings looked like. First, there is an angular, sharp, and grinning Demon King, followed by a more regal Demon King who bears some resemblance to Heart from Dragon Ball Heroes. Then, a Majin with minotaur-like horns on his head appears.

The Evil Eye was passed down successfully from one royal to the next, but it was lost during Abura's reign. It was revealed that the loss of the Evil Eye was a result of Dabura's scheming. Before the start of the anime and even Dragon Ball Z, Dabura tasked a thief to steal the Evil Eye from a safe that was behind Abura's throne.
When great power became necessary, by wearing the Third Eye, they were imbued with unbelievable magic and became capable of wielding unworldly power.— Narrator.
Dabura wanted to seize the Eye, but the Eye was lost in the Third Demon World after the thief was ambushed by a random thug – the Eye itself falling down a random ravine and being lost to the world. Considering nobody seemed to question the Evil Eye's disappearance, it's likely many of the residents of the Demon Realm were unaware of the Eye's power over their kings. Either way, Dabura could usurp his father without the Evil Eye due to their difference in strength.
Hybis then recovered the Evil Eye during a hunting trip. Unaware of what it was, he inserted it into a belt he wore as an accessory. When fans first saw this, they immediately clocked onto the eventual joke of Toriyama revealing that Hybis had the Evil Eye the entire time. When it was confirmed that they were right, fans were excited to be validated for their innovative thinking.
The Evil Eye's Ability, Explained
What Does the Strange Item Actually Do?

Until Episode 15, what the Evil Eye's power actually was was unknown. The only thing we knew was that Gomah regretted not making the Evil Eye his first wish because he felt it would be a more straightforward way to handle Goku and the Z-Fighters. Episode 15 revealed that the Evil Eye made its users transform into stronger versions of themselves, granting them supreme authority, which could mean it can shape aspects of the Demon Realm.
With Dragon Ball DAIMA's approach to power-scaling, it was initially difficult to discern just how powerful the Evil Eye was. The Supreme Kings were stated to only use it when they need complete dominance over another, but never seemed to use it against the Tamagami. This implies the transformation is likely not as strong as the Tamagamis, who are highlighted as the Demon Realm's strongest warriors. The only problem with this is that all of the build-up for the Evil Eye would be for nothing, as Goku and Vegeta defeated the Tamagamis in their Super Saiyan forms without trouble. However, if Dabura was too afraid to challenge his father, Abura, while he had Evil Eye, one had to beassume that the Evil Eye made his father significantly stronger.

Dabura is stated to be around Perfect Cell's Power Level. Abura was weaker than Dabura without the Evil Eye, but the Evil Eye can make up the difference and then some. All the while, Gomah was aware of the party's strength after defeating the Tamagamis, and was still confident the Evil Eye is a helpful too. Gomah's confidence was proven correct as, with the Evil Eye, his powers far surpassed even Majin Buu's. Gomah was able to handle both Super Saiyan 3 Goku and Vegeta. Not only that, he was able to withstand Super Saiyan 4 for a time. This means that Evil Eye Gomah was likely Goku's strongest adversary until the arrival of Beerus, kicking off Dragon Ball Super.
On top of a massive power jolt, the Evil Eye also allowed Gomah to increase his size, similar to Piccolo's giant ability. The Evil Eye restores Gomah when injured or running out of stamina. This has its limits as Goku is able to outpace the Evil Eye's restorative abilities. It's also worth noting that the Evil Eye is only powerful in conjunction with somebody. On its own, it can be easily destroyed.
How Fans Theorized the Third Eye Could Be Overcome
What Could Have Happened with the Evil Eye

With Dragon Ball DAIMA completed, most fan speculation and theories have already been proven correct or wrong. As of Episode 15, speculation ran rampant about the fate of the Evil Eye. Hybis was the wielder of the Evil Eye for most of Dragon Ball DAIMA, but he lost it after being tricked by a beautiful Majin with a strange hat. This woman's identity was initially a mystery, but many fans expected her to be related to Degesu – whether an agent Degesu hired or Degesu using magic to shapeshift.
An earlier Dragon Ball DAIMA scene revealed that the Kais can use shapeshifting magic, which Shin uses it to make Goku's ears pointy. Fans speculated that if this was Degesu, this would mean he has the Evil Eye but has, interestingly enough, not told Gomah yet, as the episode teased a betrayal from the Demon Supreme Kai in the final moments.

Dragon Ball DAIMA spent lots of time calling back to DBZ'sBuu Saga, and subtly fixed one of the anime's mistakes in the process.
There was speculation that if Degesu betrays Gomah and wields the Evil Eye for himself, this would make him the final threat Goku would have to face. It would ahve also been an interesting fight due to Degesu's status as a Glind and his relationship with Nahare. On the flipside, other fans speculated that this was a red herring, and Degesu could still give the Tertian Oculus to Gomah, having the Supreme Demon King follow in the footsteps of his previous kings and wield the Eye to fight Goku. Other potential wielders, like Dr. Arinsu, could've used the Eye to create another Majin or give it to her two allies, Kuu and Duu, to significantly boost their power.
As for the ending victory, fans also speculated that it might've taken a fusion to overcome the Evil Eye, or even the possibility that the godly Shin or Piccolo would play a significant role in the victory as opposed to Goku and Vegeta, which has become customary in modern Dragon Ball.
How Gomah & The Third Eye Were Defeated
Dragon Ball GT's Super Saiyan 4 Was Finally Welcomed Into Canon

Goku and his friends experience the full power of the Evil Eye first-hand when Gomah finally claims it in the 15th episode, “Third Eye,” and uses it in the following episode, “Degesu.” With the Third Eye, Gomah easily outclasses Super Saiyan 3 Mini Goku and the debuting Super Saiyan 3 Mini Vegeta. When all hope seemed loss, the Namekian, Neva, unlocked Goku’s potential, allowing him to gain access to Super Saiyan 4.
To combat Super Saiyan 4 Goku, Gomah increases his size and overpowers him. Thanks to the Evil Eye’s stamina-restoring abilities, Gomah was able to continue fighting Goku and company pretty much without breaking a sweat. However, when Glorio summoned the Demon Realm Porunga, Gomah attempted to thwart Glorio’s wish. Gomah was easily overpowered by Demon Realm Porunga, allowing Glorio to wish for Goku and his friends to revert to their normal ages.

The Tertian Oculus Might Have Been Inspired by an Obscure DBZ Villain
Some Fans Have Pointed Out the Similarities to Majin Ozotto from Dragon Ball Games

Majin Ozotto is a Majin who first appeared in Dragon Ball Z: V.R.V.S., Dragon Ball Z: Virtual Reality Versus, a fighting game released in 1994 for the Sega System 32. In it, Ozotto seeks powerful fighters to devour them. Ozotto was designed by Akira Toriyama, and a prominent feature of his design is the third eye on his forehead. This eye could cause explosions in whichever direction in a move called "Ignite Vision." In his appearances, Ozotto is shown as super powerful, able to hold off Super Saiyan Blue Goku and Vegeta when he appeared in Dragon Ball Heroes. It's possible that Ozotto's appearance in the promotional anime inspired Toriyama's creation of the concept of the Evil Eye. The Evil Eye is also a supernatural phenomenon that originated in Mesopotamia from various ancient cities.
Ozotto also resembles the Third Supreme Demon King, as shown in the Evil Eye Flashback.
Many cultures believed that it was caused by a malevolent glare that would curse an individual with misery, terrible luck, or injury. Due to its place in ancient history, the Evil Eye is often seen with great power, like in Dandadan, where it appears as an extremely powerful Yokai. Many protections against the Evil Eye are found through a god's protection, and while the Evil Eye proved tricky for Goku and his allies, the Evil Eye was eventually overcome thanks to a key wish and the help of newfound Demon Realm allies.
